Farmers are not all equally likely to notice and report disease. This is why the farmer reporting system cannot give truly reliable estimates of disease prevalence. A low number of disease reports might mean that there is not much disease in the area, or it could mean that a new veterinarian or para-veterinarian is working in the area, and the farmers do not yet trust this person.
