P: Sindrom Prioritas

Format

Pelsa

P [sindrom] [spesies] [jumlah hewan] {lokasi}

Dinas

P [sindrom] [spesies] [jumlah hewan] {lokasi} {diagnosa,diagnosa...}
  • Message always begins with P.
  • Priority syndrome code
  • Species code
  • Number of animals affected.
  • Location code if not reporting from your registered area.
  • Dinas staff must report differential diagnosis using disease code.

Used by:

  • Pelsa
  • Dinas field staff (vets and paravets)

Purpose:

Report any case of disease requiring veterinary assistance

  • Pelsa
    • Report any case of a Priority Syndrome
    • Automatically notify local Dinas staff
    • Allow Dinas staff to investigate (usually by visit)
  • Dinas field staff
    • Report a new case of general disease not already notified by Pelsa
    • Include the differential diagnosis

When to use?

  • What type of diseases?
    • All diseases that match one of the priority syndromes
    • There are two messages for reporting field disease cases: U and P
      • P is used for all cases that match any of the priority disease definitions
      • U is used for all other cases: any case of disease that does not match one of the P case definitions and requires veterinary attention
  • What is a case?
    • A case is a disease event or problem
      • involving one or more animals that appear to have the same problem
      • in the same general location (same village, same farm, but no necessarily the same owner)
      • at the same time
    • Only one report is required per case (disease event).
      • Do not make a separate report for each individual animal when there are several animals with the same problem

Reporting process

  • Pelsa reporting
    • A farmer notices that one or more animals are sick
    • The farmer tells the Pelsa
  • Dinas staff reporting
    • A farmer contacts dinas directly or
    • Dinas staff notices a previously unreported sick animal in the field
  • For both Pelsa and Dinas staff
    • The Pelsa or Dinas staff looks at the animals
      • Note the species
      • Note the number of animals that are sick
      • Identify two or more of the main signs that the sick animals are showing
        • Check to see if the signs match any of the Priority Syndromes
    • Send an SMS P report

Codes required:

  • Priority Syndromes
  • Species. If multiple species are affected, use the main species
  • Location code (optional: if the reporter is reporting from a different village to the one in which he/she is registered),
  • List of possible diagnoses
    • Pelsa reports – do not include diagnoses
    • Dinas staff, include one or more possible diagnoses from the Diagnosis code list, each separated by a comma.

Response

  • SMS messages
    • A confirmation message is sent back to the sender
    • Immediate alerts are sent to veterinary technical staff responsible for that same area.
  • Response messages will include a unique case identifier. This should be used for any further reports relating to the same case (response, treatment, specimen submission etc)

Follow-up actions

Dinas veterinary staff will respond to the case

  • Initial response may be by telephone
  • In most cases this will be followed by a field visit to examine and treat the animals
