Role of the Pelsa

You have been chosen to be a village reporter (pelsa) and contribute to improving the health of livestock in your area, ensuring health problems are reported quickly and helping veterinary staff to respond effectively.

Pelsa play a vital role in Indonesia's animal health system. You are the people closest to the community and closest to the livestock and their owners. You are the first point of assistance for your community and the first line of defence in protecting your community.

You provide the farmers with a much needed link to the veterinary services and make it easier for paravets to respond efficiently.

Role and Responsibilities

Pelsa should be able to;

  • Recognise signs of animal disease: You should be able to recognise when animals are showing signs that might mean they are suffering from disease, and be able to use a standard vocabulary and their associated codes for describing these signs and syndromes.
  • Report signs of animal disease: Pelsa send case reports of sick animals to the veterinary services by sending a special, short, coded SMS. This instantly alerts the local Dinas staff responsible for that area that there is an animal in that Pelsa's village that is showing possible signs of disease. The local Dinas vet or para-vet can then respond to that alert with a phone call to the Pelsa, ask further questions to establish if they should visit or whether they can advise treatment over the phone.
  • Be a trusted link to the veterinary services: Some villagers may feel shy or uncomfortable about contacting their Dinas veterinary services staff directly. But as Pelsa are trusted members of their own communities, many villagers will feel much more comfortable talking to you. This may mean that many more cases of disease are reported in villages that have Pelsa, compared to villages without Pelsa. It does not of course mean that villages with pelsa have more disease, just more reported cases. As Pelsa become recognised and appreciated by their community for their work, there will be more people who will want to use your services. This will ensure that the link between the community and the veterinary services stays strong and effective.
  • Be a source of information for the community: As the local contact person for your village, you can provide information from the local Dinas to the community. This may include notifications of animal disease cases or outbreaks in your area, or details of an upcoming vaccination program. You may also be able to participate or assist in activities related to vaccination or surveillance programs, keep population figures up to date and report the outcomes of various cases including if an animal has recovered from a particular reported problem.

Field reports to iSIKHNAS

You may hear about a health problem in the animal population in your area in a variety of ways. Perhaps a farmer will contact you directly, perhaps you will hear about it indirectly through someone else in the village or the pelsa may come across the problem himself while walking around the village or during the course of a normal day's activity. As soon as you hear about a new case you should try to visit the farmer and the animal if possible. Talk to the farmer and ask him about the 'history' of the problem - when he noticed it first, if it has got worse, whether other animals are affected etc. These details will help you to answer questions the dinas staff may ask you after you report the problem. Look carefully at the animal and remember your training.

The next thing you need to do is to report the problem. You must decide if the problem is an important problem or a 'Priority Syndrome' (Sindrom Prioritas) or if it is a 'General' problem (Tanda Umum). If you think the case meets any of the Priority Syndrome descriptions then you should send an SMS using the P message format. Otherwise you should send an SMS message to iSIKHNAS using the U message format including the main signs that you see.

General signs report

Remember that the information you send in each new report is used in two ways for two different purposes.

  1. to alert the veterinary services in your area there is a health problem
  2. to add to the national data about all animal disease. Our decision makers need this data in order to help all the farmers in your area to improve the health of all livestock.

General signs report

U [sign,sign...] [species] [number of animals] {location} 
  • Use CKT [name of sign] to look up a general sign codes.
  • Use Kode SP to look up species codes.
  • Use CKL [name of location] to look up the location code for a village.


The U report allows you to report the individual signs of disease that you see in the animal. You may see several signs and you should report the most significant signs. You can report several signs. Remember to separate the signs with a comma.

Pelsa are provided with training on how to look for and recognise a list of common, easily observable signs. Each sign on this list has been given an easy code to make reporting easier.

Use this list to report the signs you see as accurately as you can. Remember, the information is important and useful so try to be as accurate as you can. Don't be lazy and use "Tanda Lain"!

When you register as a Pelsa your location is also registered. All of your messages will include the details of your location automatically so most of the time most Pelsa will never have to report their location. This {location} part of the message format is optional and only used by some people who have a larger area of responsibility than a single village.

Remember that the information you send in each new report is used in two ways for two different purposes.

Reports of General Signs of disease whilst important are much less likely to be disease of significance to the whole community. The veterinary staff will respond to these messages as soon as they can. Staff will likely call you to get more details and offer advice for treatment. Sometimes they will visit the animal to investigate further. P messages received by the iSIKHNAS system will receive a faster response by the veterinary services because they may be diseases which could be dangerous to humans, or which spread quickly or which IF they get into Indonesia could be economically catastrophic for the country. Most P reports will ensure a visit by veterinary staff.

Priority syndrome report

P [syndrome] [species] [number of animals] {location}
  • Use Kode SIN to look up a syndrome code
  • Use Kode SP to look up species codes.
  • Use CKL [name of location] to look up the location code for a village.


P messages do not use the General Signs codes. P messages use only the Sindrom Prioritas 3-letter codes which represent descriptions of syndromes which look similar to important or priority disease. Syndromes are used to describe a specific set of signs which if seen together in particular species could be one of these important diseases. You are not being asked to diagnose a case but to simply be on the alert to the possibility of these priority diseases being present in your area every time you see a sick animal. It is better to be alert and on the lookout in order to protect your community from the consequences of a serious outbreak which could have been prevented early. So whenever you see an new case of disease, ask yourself, is it a Priority or Important disease?

P messages received by the iSIKHNAS system will receive a faster response by the veterinary services because they may be diseases which could be dangerous to humans, or which spread quickly or which IF they get into Indonesia could be economically catastrophic for the country. Most P reports will ensure a visit by veterinary staff. General signs reports are very important too of course but much less likely to be disease of significance to the whole community. The veterinary staff will respond to these messages as soon as they can. Staff will likely call you to get more details whether you send a U or a P but a P report will get a faster response.

Weekly report: No other priority syndromes sighted

PNEG 

Some of the Priority Syndromes are quite rare in most parts of Indonesia fortunately so you will probably not have to send P reports very often. Each week every Pelsa will have to send a message to iSIKHNAS to confirm that they have not seen any Priority Syndromes in their area. This simple PNEG message sent to the system weekly tells us that;

  • you have been alert and on the lookout for the Priorty Syndromes
  • that you have not seen any Priority Syndromes, or if you have reported one that week, it means you have not seen any of the other syndromes other than the one you reported.

A PNEG report is much more useful to the system than just assuming that if we receive no P reports then there must be no disease. No reports does not mean no disease.... it just means no reports. A PNEG report says "I have been looking but have not seen any Priority Syndromes". That is a very powerful message of reassurance to our veterinary staff, decision makers, trading partners and others in the international community.

So, once a week, say on Friday afternoon, you should send iSIKHNAS a simple PNEG message from your mobile phone. The system will remind you if you forget - it's that important to us!!

Query messages

You will be given a pocket guide to the messages you should send to report disease. This will help you while you get used to using the system. If you lose this paper, do not panic!! because the system can help you to send messages and use the correct codes.

So, now you can use the Code Type code to find out the list of codes for species (SP), signs (TAN) or sindrom prioritas (SIN).

The list of signs is quite long so if you already have an idea of the sign you would like the code for then you can use the system to search for this particular sign and its code by using CKT - Search for a sign code.

You can use the first 4 or 5 letters of the sign you need the code for. For example, you forget the code for Lumpuh so you send the following;

From time to time you might want to ask a question about some aspect of your role or the system or make a suggestion about how it could be improved. You can send a freetext message to iSIKHNAS and the veterinary staff will try to answer your question. Just start your message with Q...

If you make a mistake...

If you send a message to iSIKHNAS that you realise is wrong then you can erase this message using the H message format.

To erase the last message you sent just send a simple H to iSIKHNAS.

To delete the last General Signs report you sent, send

If you have any questions about incorrect data OR mistakes in messages please contact your coordinator. They will help you and make any corrections necessary on iSIKHNAS.

Important things to remember about iSIKHNAS

  • When you register to use the system you are registered to your unique mobile phone. Every report you send must be sent from this mobile phone number. The system recognises who you are by the phone number it receives sms messages from. Contact your coordinator immediately if you lose your phone or need to change your phone number.
  • When you register to use the system your location is also registered. Every report you send will assume that you are reporting about events in that location. You must include a different location code in the reports you make from locations which are different from your normal, registered place. Your coodinator will help you if you have an area of responsibility larger than one, single village. Most Pelsa will not need to use the optional {location} part of the U and P messages.
  • Every different piece of information in a message must be separated by a space, except in the General Signs (U) message which accepts more than one sign. You must separate each sign with a comma.
  • You may use CAPITAL LETTERS or small letters in your message.
  • Whenever you send a message, you will ALWAYS receive a response confirming that the message has been received and correctly interpreted, or advising you of any mistakes in the message. Please read the response from iSIKHNAS to check that the data you entered was correct.
  • P and U reports receive a response from the system which includes a Case ID number. This number is unique to each case in your area and is used by the system in different ways to connect different types of information about the same case.
  • If you do not receive a response within 5 minutes then there is probably a problem. The mobile network may not be working, the iSIKHNAS system may be malfunctioning or your phone is not working properly. Wait for 5 minutes and try to send the message again. If the problem continues, contact your local iSIKHNAS coordinator.

Answers:

  • Ubthbsp2: there are no spaces or commas in this message. The computer cannot interpret the message.
  • U bt,hb sapi 2: the code for the species (sp) must be used NOT the whole word.
  • U mtd sp 2: mtd is a Priority Syndrome code and therefore cannot be used in a U message
  • u bt,hb sp 2 tasikmalaya: locations must be reported using their correct iSIKHNAS location code, never using words. Your coordinator will provide you with your correct location code/s if you need them.
  • u bt hb sp 2: there should be a comma between the codes for signs

Here are some examples of Pelsa P reports which are incorrect and received an error message from iSIKHNAS. Each one has one error only. Can you find the mistakes?

Answers:

  • P mtd, pll sp 1: you can only report one syndrome in a P report
  • P sin sp 1: SIN is not a priority syndrome. SIN is the Code Type code for Priority Syndromes, for example you use KODE SIN to find out the list of priority syndrome codes.
  • p dmb sp 1: DMB cannot be used with any other species than pigs (babi: bb)
  • p mth kb 1: MTH is not a priority syndrome it is a sign (vomiting). Signs cannot be used in a P message.

PNEG: No Priority Syndromes found

The PNEG message is simple. You can use capitals or small letters. Just pneg, or Pneg, or PNEG or pNeg etc. Nothing else

  • pNEG tidak ada: pNEG should not have any other words or letters. PNeg means Prioritas negatif, or no Priority Syndromes.

  • pneg sin: pneg should not have any other words or letters in the message.
  • pneg mdb gga mtd pll: pneg does not need you to include the syndrome codes. The system knows which syndromes you have and have not reported.
